sure you can with the proper diet, training and cardio....Yes it's tough but can be done.....Now as for spot reducing, no way jose.......When you cut, you drop B/F throughout the whole body not just one place......

This is a great article on the subject...note when it talks about fat cells and their division...they don't go away...more fat cells means ur body is more efficient at storing fat...as in for the rest of your life.

I'm telling you, cut first...bulk slow.

Edit: question though, if i start cutting, do you guys think that the fat i loss, most will come off the leg area?, cause i dont have as much on my upper body

If you have fat on your body still and you step up your cutting diet and do cardio that is best suited to fat loss, then you will lose that fat no matter where it is. The last fat you lose though is the hardest. On men it is usually the lower abs, not the legs.
