Visible abs are definitely a result of low body fat.
I think they can be trained more than once a week since they are smaller muscles and composed of mostly slow twitch (endurance) fibers. But I'd recommend some weighted work for abs--helps build your core strength for squats, etc.
If you're bulking just do them once a week because you won't see them with the added fat. When you are ready to cut do them twice a week with weight as many here have said.

Abs are just like any other muscle group and have to be trained accordingly, with the right amount of rest.
Abs are essentially stabilizing muscles for the whole body and are actually worked durring most exercises you perform.
The last thing you want to do are direct ab exercises everyday.
To get your abs to show as a 6 pack, you need to reduce your amount of body fat...stripping away the layer of fat will show the underlying ab muscles.
To do this you have to do a certain amount of cardio. (though not too much or you will lose muscle)
You will also need to pay attention to what you eat.
